Mission Statement

The mission for the Amador Sheriff's Office Jail Division is to house sentenced and un-sentenced inmates in a manner that provides, safety to the public, the jail staff, allied law enforcement agencies, and the inmates. The jail is to provide for the basic life needs of the inmates including adequate and appropriate food and health care. The jail is to provide the opportunity for those inmates who choose to serve the community in meaningful ways and make personal improvements. All of these goals must be accomplished while maintaining the standards set for jail operation in Title 15 of the California Penal Code. Last, but most importantly, treat all people with dignity and respect.

General Information

Phone calls

All arrested persons are entitled to three free local, or three collect long distance calls, within three hours of being arrested. After the booking process is completed the arrested person may use the telephone to make calls to arrange for bail, contact an attorney, or notify family or other persons.

Telephone calls to attorneys, physician, clergyman, sexual assault counselors or psychotherapists can not be eavesdropped upon or monitored. All other telephone calls may be monitored, eavesdropped upon and recorded to provide for the reasonable security of the jail.

Housed inmates may use the telephone in their cell block day room to make collect or credit card calls, or they may request to use a telephone that is not monitored for calls to attorneys, physician, clergyman, sexual assault counselor or psychotherapist. Inmates may use the telephone between 6:00 A.M. and 11:00 P.M. All telephones may be turned off for the safety and security of the jail at any given time.

Mail

Inmates receive incoming mail Monday through Friday. If an inmate has no money, postage for three personal letters per week will be provided. Legal mail is not restricted. The jail will accept money cash and money orders only. No more than $250 may be held on an inmates account at any time. Packages are not accepted.

Mail must have a complete mailing and return address with the sender's name on the envelope. All mail will be checked for contraband. Correspondence privileges may be withheld if an inmate attempts to receive contraband through the mail.

Inmate Accounts:

The jail will accept U.S. money, U.S. cash and certified money orders only. No more than $250 may be held on an inmates account at any time.

Inmate Visiting

Visiting:

Contact Visit is a visit which physical contact between the inmate and the visitor is permitted. Inmates may have contact visits with their attorney's. The Amador County Jail offers contact visits between inmates and their children 10 years and younger. In order to participate in contact visits an inmate must be sentenced to 30 days or longer and attend parenting classes offered in the facility as well as agree to continue free parenting classes after their release.

Non Contact Visit is a visit in which physical contact between the inmate and the visitor is NOT permitted. Non contact visits are required for maximum-security inmates, or any inmate who has a hold placed against them pending transfer to another institution.

  1. All visits will be non-contact visits, unless the inmate has been approved for contact visits.
  2. Inmates may lose their visiting right if there is a violation of detention facility rules.
  3. Visiting may be terminated at any time for security reasons.

Regular Visiting Hours:

Males:

Saturday: 8:30 am - 10:30 am
12:30 pm - 3:30 pm
Sunday: 12:30 pm - 5:30 pm

Females:

Saturday: 3:30 pm - 5:30 pm
Sunday: 8:30 am - 10:30 am

Visits will be one half hour (1/2) in duration and begin and end as near to the half-hour as practical. Once a visit session has commenced, tardy visitors will be allowed to visit during the in progress one half hour session with no time extension, providing there is a vacant visiting room; or they may choose to wait until the start of the next session. For instance, if a visit session were to began at 1:00 PM and a visitor did not arrive until 1:10 PM and wished to visit at that time, the visit would still be considered to have been fulfilled at 1:30 PM.

Civilian visitors are limited to a maximum of one visit per day regardless of the number of inmates they wish to visit. A maximum of two (2) persons are limited in the visiting booth at one time.

Every visitor is required to present proof of his/her identity and age prior to being allowed to visit. This proof will be in the form of an identification card complete with photograph of the prospective visitor. Acceptable forms of identification are: valid drivers license or state issued identification card, military ID card, passport, school ID card as long as there is a photograph included in conjunction with a valid certificate of live birth. Temporary birth record from the hospital will be accepted for infants for 60 days from date of birth.

Staff will NOT allow civilian visitors who are intoxicated, belligerent or disruptive to visit with inmates.
Visitors must be eighteen (18) years or older. Juveniles who are under the age of eighteen (18) years may visit inmates as long as a parent or guardian accompanies them. Proof of guardianship must be presented, and verified to the satisfaction of the intake staff, upon request, prior to a visit being allowed.

Inmate Health and Welfare

Medical and Dental Care

Inmates are provided with appropriate and necessary medical and dental care. The Jail is staffed with a Nurse and Physician to provide this care. In the case of an emergency inmates are taken to the Sutter Amador Hospital.

Inmates may be seen by their own physician; at their own expense, plus the cost of transportation. In these cases the costs for transportation will be pre-paid; the cost for medical treatment will be by agreement between the inmate and outside facility physician or treatment facility.

Medication

Medication is delivered to inmates under the direction of the detention physician. Over the counter medications such as Tylenol and antacid are available upon request.

Mental Health

Being in jail can be stressful. Amador County Mental Health is available at the request of the inmate or staff.

Inmate Programs

Social Services

The following social services are available to inmates: AA, Amador County Drug and Alcohol, Bible Studies, Health classes, Parenting classes, and High School Diploma programs.

Inmates who wish to see their own minister may do so by submitting a written request form to the Jail Captain.

Sentence Modifications

All sentenced inmates may apply to the courts for modification of their sentence.

Sheriff's Parole

Any inmate wishing to apply for Sheriff's parole must have completed at least half of their total sentence (not counting good time and work time), and be able to verify extreme extenuating circumstances. Necessary requirements and applications forms are available upon request from the jail staff.

Home Electronic Monitoring

The Sheriff, with the approval of the Amador County Board of Supervisors, operates a Home Electronic Monitoring program for non-violent low level offender sentenced inmates pursuant to 1203.016 P.C. Sentenced inmates can apply for this program through the jail staff.

This program provides a level of supervision, within the community (Amador County) higher than those on the Amador County Work program.

Must have a residence located within Amador County or contiguous - For an out of area residence the Amador County Sheriff's Office must have an agreement with the area Agency for the monitoring of the program; ie. San Diego Probation, Sacramento, San Joaquin, etc. In those cases the offender will need to apply for the program and the Sheriff's Office will then to attempt to enter into an agreement with the jurisdictional county to acquire monitoring for the offender.

The inmate must have a telephone with a plug type jack in close proximity to a 110 volt wall outlet. No call waiting, call forwarding, hold, long distance blocking, voice mail or answering machines can be associated with this dedicated line.

Any low level non violent sentence is acceptable. Exceptions can be made on a case by case basis due to reasons such as child-care, medical and persons unsuitable because of physical limitations. The court must not have denied the defendant access to the program. The recommendation by the court that the defendant be placed on the program will be given great weight but it is not an absolute.

To be considered for this program an inmate can not be convicted of a serious felony as described in 1192.7(c) PC, of a violent felony as described in 667.5 PC, of 273.5 PC (defendants convicted of 273.5 PC may be eligible on a case by case basis).

Must be sentenced by the court prior to applying for the HEM program.

The inmate must score 24 points or lower on the National Institute of Corrections Risk Assessment Survey Instrument (this is conducted by the HEM program staff after receipt of the application for participation in the program).

Voting

To be eligible to vote an inmate must be a US citizen, a resident of California, and at least 18years of age on the date of the next election. Further, an inmate must not be involuntarily confined because of having pled guilty by reason of insanity, judicially determined to be incompetent to stand trial, or convicted as a mentally disordered sex offender. An inmate cannot be currently imprisoned or on parole for conviction of a felony.

An inmate must register to vote. Voter registration cards should reflect the inmates' current address. Current address is defined as the address which the inmate regards as permanent, and when away from that address, such as in jail, the address to which the inmate intends to return. If the inmate has no permanent address, he cannot vote. Inmates shall request absentee ballots prior to the time of the election if they wish to vote while incarcerated at the time of election. Voter registration cards and absentee ballots shall be mailed in accordance with current inmate correspondence procedures.
