Your Amador County Assessor is responsible for locating and identifying the ownership of more than 24,000 parcels of taxable real estate. He is responsible for placing an assessment on these real estate properties in accordance with Proposition 13. The Assessor also assesses over 1,800 business personal property accounts at market value as of January 1 each year. In Amador County the assessment roll totals nearly $5 billion.

Your Assessor also applies all legal exemptions, such as the homeowner's exemption, that lower your assessment liability prior to billing by the Tax Collector. These is year exemptions,, in Amador County, these exemptions totaled over $188 $150 million annually.

Mr. Rooney is committed to ensuring that the benefits of Proposition 13 and the market value decline provisions are consistently applied to every property in Amador County. The department's mission statement is to provide competent and efficient assessment services in a manner resulting in equitable and fair treatment to all Amador County residents. Your Assessor leads a staff of less than 11.5 employees, the lowest staffing level in his 15 years with the office. The department has an operational budget of over $1.2 a million dollars and provides exceptional public service while successfully performing all mandated duties.

During his 15 years with the Assessor's Office, Jim has earned the Advanced Appraiser's Certificate issued by the State Board of Equalization. He has been and he is also a licensed real estate appraise.r for the past 19 years.   Mr. Rooney is also was the current Vice President of the California Assessors' Association and is a member of its Legislative and Executive Committees.  He is scheduled to be the President of the California Assessor's Association in 2013 which hasn't had not happened for an Amador County Assessor for 101 years.  A primary purpose of thise Assessor Association is to promote the improvement of assessment procedures for the public good.

The property tax administration system provides a large part of the revenue that pays for education, and services like police, fire and roads and the mission of the office is to create equitable, timely and accurate property tax assessments to fund these public services. Also, the Assessors Office will strive to be a source of accurate and timely property information for local government and the community.
